James Howell (c. 1594 – 1666) was a 17th-century Anglo-Welsh historian and writer who is in many ways a representative figure of his age. He wrote A New English Grammar with notes on travel in Spain and Portugal “for the service of Her Majesty”. Howell’s Proverbs contains the famous saying: “All work and no play, makes Jack a dull boy”.
